Bastøy Prison in Norway is on an island where inmates work in farms, factories, and cafes. Women and children of inmates live there. There are no guards at night. The recidivism rate is 16%—the lowest in the world. Yet it's considered 'soft' by global standards. The evidence that prisons work when they treat humans as humans is overwhelming and universally ignored.
